Chinese University of Hong Kong expelled Miles Kwan who was arrested for “seditious intention” in the Wang Fok Court fire

Chinese University of Hong Kong (CUHK) student Miles Kwan Ching-fung, one of the arrests due to “seditious intention” in the Wang Fok Court fire says he has been expelled by CUHK, on social media at 13th February while he had completed his academic requirements and expected to graduate in March 2026.

Kwan post a reply to the office on Instagram and Threads and wrote that he has been expelled by CUHK, noting he had already spent six years at the university with prior suspensions and demerits.

In November 2025, Kwan was arrested by national security police on suspicion of sedition. He created a petition calling for “four demands” including an independent probe into the deadly Wang Fuk Court fire, government accountability, proper resettlement for residents, and a review of construction oversight.

He was arrested by national security police in late November for allegedly inciting sedition.

A disciplinary letter from the university senate’s student discipline committee chair said Kwan was “more likely than not” to have breached confidentiality by disclosing an internal notice about a meeting related to his arrest, conduct the university said could damage its reputation and warranted an additional demerit on top of three existing ones, triggering expulsion.

Until 27 February 2026, over 1,000 students, staff members, and alumni from CUHK have signed a petition demanding the reinstatement of Kwan.

The University of Hong Kong, like the Chinese University of Hong Kong, has adopted disciplinary rules targeting student conduct that is considered to ‘bring the University into disrepute’. In 2023, Legislative Council approved the amendment of Statutes of the University of Hong Kong. If students “is bringing the University into disrepute”, disciplinary punishment such as fines, suspension, and even expulsion could be administered.However, the university fails to give the definition of how students would fall into this particular situation. People are concerned that this amendment may lead to self-censorship among students in the university.

“I don’t regret.”

Kwan says in the interview with Green Bean Media when he was asked about his decision to give out the leaflets about the four demands after the fire. Kwan added “Since the day I was arrested, I started to know that my path in the future won’t be easy. And this fact won’t be changed despite whether I have my graduate certificate or not.”
